Coastal Technical Assistance Program

Project Description as Proposed:

The Richmond Regional Planning District Commission will provide policy and planning support to member localities:
1) GIS Data Support: Generally, the RRPDC will provide GIS analysis of existing and future land uses using locally adopted land use plans and aerial photography. Geographical data distribution and maps of environmental resource features will be made available via the PDC's GIS data server. Specifically, staff will inventory public greenway and blueway features (consisting of existing floodplains, wetlands, parks, and protected areas) in the region beginning with Charles City and New Kent Counties.

2) Environmental Technical Advisory Committee (TAC) Support: The RRPDC will work with the region’s Environmental TAC to develop an environmental work program PDC staff will host periodic meetings of the TAC to implement components of the work program. Meeting schedules and agendas will be posted on the PDC Web site.

3) Local Government Technical Assistance: The RRPDC will assist local governments with their coastal programs by: preparing and administering grant applications, requests for proposals, etc.; reviewing local site plans and development proposals for environmental impacts; preparing and assisting with updates to local plans and ordinances; assisting with tributary strategy implementation; and conducting other technical assistance efforts as requested.

4) Public and Private Agencies/Commissions Liaison: The RRPDC will participate in meetings and workshops covered under the Regional Cooperation Act, the Chesapeake Bay Preservation Act, and the Chesapeake 2000 Agreement as well as actively participate as a member of the Metro Areas Work Group and the Local Government Advisory Committee.

5) Grant Administration: The RRPDC will perform necessary financial and administrative tasks to manage grants, including required reports and meetings with the Department of Environmental Quality.

Project Summary Provided by Grantee:

1. GIS Data Support -Staff completed a variety of mapping project for the region including a series on development suitability to include Erodible soils, flooding frequency, soils suitability for houses with and without basements, road and street construction, septic tanks absorption, slope gradient and wetlands. Staff also completed regional mapping of public blueways and greenways, and FEMA firm mapping. These maps are intended for use as a planning tool. Both paper maps and a cd has been disseminated to member local governments - A copy of these maps and a cd are included. A total of 70 maps are included.
2. Environmental Resources TAC Support - Staff provided regular e-mail updates regarding coastal program issues and related environmental issues to members of the Environmental Resources TAC.
3. Local Government Technical Assistance - Staff reviewed 48 environmental reviews in conjunction with local government environmental staff. Staff found no significant findings in these projects.
4. Public & Private Agencies/Commissions Liaison - Staff attended meetings of the VAPDC Coastal Committee on July 22 in Virginia Beach, and hosted the August 26 coastal PDC meeting. Staff also continues to participate with VDEQ in the Virginia Regional Environmental Management System (VREMS) to ensue consistent management of environmental issues between local, state and federal agencies. Staff participates in monthly conference calls.
5. Grant Administration - Staff completed and submitted the FY03 Semi Annual Report to the DEQ Virginia Coastal Program. The FY04 Coastal grant Work Program contract was also finalized.
