Coastal Technical Assistance Program

Project Description as Proposed:

MPPDC’s Coastal Resources Technical Assistance Program provides ongoing support to member localities of the PDC: Essex, Gloucester, King and Queen, King William, Mathews, Middlesex Counties and Towns of Tappahannock, Urbanna, and West Point, as well as community level groups: Mathews County Blueways, York River Water Trails, Middle Peninsula Land Trust, Mattaponi and Pamunkey River Association, and Friends of the Dragon Run. For federal FY 2003, this grant funded work program will consist of three distinct tasks:

(1) MPPDC staff will provide coastal management support to local government, local wetlands boards and local planning staff. MPPDC staff will provide GIS analysis of development proposals, land conversion, land use plans, and local land use ordinance implementation. Geographic data distribution and analysis results, as well as maps of wetlands, land use, floodplains and public access will be available via the coastal resources data server at www.MPPDCGIS.com. MPPDCGIS will also assist with GIS data coordination for the Virginia Coastal Zone as needed.

(2) Support of local planning staff development in compatible planning techniques. MPPDC staff will convene monthly-quarterly meetings with local community level planners, the Middle Peninsula Water Resource Committee, and other appropriate committees to assist with coastal planning.

(3) MPPDC staff will provide direct support for the implementation of the Middle Peninsula Chesapeake Bay Public Access Authority annual work plan.
The two progress reports for this project will constitute final products.Project Description

MPPDC Staff provided various GIS map making and technical assistance to many of the Middle Peninsula localities and elected officials over the grant period.  Mapping examples include:  King and Queen land use and parcelization analysis, Gloucester County Board of Supervisors GIS information packet, reviewing a land use special exception request for a sand mining operation, and a GIS analysis of the maximum elevation of the run way protection zone for the Middle Peninsula Regional Airport Authority.


MPPDC GIS staff convened eight meetings of the planning staff for the six counties and three towns within the Middle Peninsula PDC jurisdiction.  Topics discussed included wetland restoration, hurricane Isabel impacts, draft requirement for local and regional water supply planning.


Staff for the Middle Peninsula Chesapeake Bay Public Access Authority continued to move the Authority Board towards addressing many of the public access policy issues facing member localities.  Additionally, staff continued to work on the acquisition of the Browne Tract, the regions first multi jurisdictional public access site.


The MPPDC partnered with the Town of West Point to create a Waterfront Master Plan that reflects the Town’s vision for its shoreline and takes into consideration sensitive natural resources.  To initiate the planning process, the MPPDC created a panorama of the Town’s shoreline and constructed a geodatabase to map waterfront characteristic to create a snapshot of the Town currently.  Regulations and plans regarding shoreline management were reviewed to acquire an understanding of the feasibility of various land uses. 


In the second phase of the Waterfront Master Plan process, a consultant hosted two educational public workshops showcasing the maps and panorama created by the MPPDC.  The consultant also developed a Waterfront Overlay District for the Town’s Zoning Ordinance and an education brochure to provide a marketing tool to attract sustainable waterfront development
