Project Description as Proposed:
) The Commission
staff (through the Executive Director and the Principal Planner)
regularly assists tidewater communities with 1) environmental impact
review of local, state, and federal projects 2) comprehensive plan
updates and ordinance revisions that incorporate environmental resources
and coastal issues, such as nonpoint source and stormwater management,
public access, wetlands, floodplains, shoreline erosion and groundwater
management, including Bay Act requirements and 3) regional data
coordination (i.e. socioeconomic and environmental).
The Commission will continue to participate in the Chowan River
Basin Regional Council (CRBRC) meetings and share data about the
Virginia side of the watershed because more than 75 percent of Craters
tidewater communities are located in the Chowan Watershed. The Commission
will continue to advise its tidewater communities on all findings
related to coastal issues. The Commission will also assist CRBRC
in updating its Chowan Basinwide Water Quality Plan.
CPDC has been involved in watershed planning initiatives encompassing
the Appomattox and James River in the areas of specific environmental
and land use characteristics as they relate to the Commissions
Tidewater Communities. The initiatives also include
close coordination with state and federal agencies. The Commission
will continue to participate in the implementation of tributary
strategies for the James River through the staffs participation
in the Piedmont James River Roundtable.
The Crater Commission will continue to provide staff support to
the Friends of the Lower Appomattox River (FOLAR) organization.
The Commission will assist FOLAR to increase public understanding
about the Appomattox River Watershed and to promote better stewardship
of the River corridors land and water. Also, the Commission
will work with The Friends of Chesterfields Riverfront
(FCR) and FOLAR on river clean-up and greenway projects.
The Commission will continue to assist the Towns of Claremont and
Surry in evaluating the Towns Zoning Ordinance, if needed,
in order to meet the new Chesapeake Bay Preservation Regulations
requirements. The local adoption deadline has been extended to 12/31/03.
In addition, the Commission will continue to provide technical assistance
to Surry County in regard to its GIS program (CBLAD funded) if requested

This
technical assistance program includes various activities coordinated
or provided by Crater Planning District Commission staff. Some of
the major assistance provided included comprehensive plan and zoning
and subdivision ordinances development, GIS program assistance,
solid waste plan management, and greenway and trail development.
The Commission staff completed the technical revisions to the Towns
of Claremont and Surry's zoning ordinance.
A coastal program page has been developed and included on the Crater
PDC webpage.
The Commission staff continues to provide staff support to the "Friends
of the Lower Appomattox River" (FOLAR) organization. The Commission
also continues to work with "Friends of Chesterfield's Riverfronts"
on conservation education and easement projects.
The Commission, in partnership with the City of Petersburg and Richard
Bland College, co-sponsored two river clean-ups along the lower
Appomattox River.
The Commission also worked with South Central Corridor Resource
Conservation and Development Council on well capping and public
access projects.
The Commission staff assists Prince George County in the development
of the Appomattox River Park and Trail System.
The Commission staff participated in the APNEP (Albemarle-Pamlico
National Estuary Program) strategic planning session which is a
key element of the Chowan River Basin Regional Council's initiative.
The Commission staff participated in the Middle James Tributary
Strategy Reassessment process. Also, Crater staff participated in
the development and source assessment of the Appomattox River Basin
TMDL study. Draft recommendations of both studies were made in April
2004.
