Coastal Technical Assistance Program
Project Description as Proposed:
The Accomack-Northampton
Planning District Commission serves the two counties and 19 incorporated
towns on the Eastern Shore of Virginia. Population on this narrow,
70-mile long peninsula between the Atlantic Ocean and the Chesapeake
Bay grew by 7.3 percent between 1990 and 2000, for a total of 51,398.
Recent implementation of a $14.00, 24-hour toll discount on the
Chesapeake Bay Bridge Tunnel is expected to increase development
of retirement communities and second homes. The A-NPDC Technical
Assistance program will continue to focus on providing planning
technical assistance to the counties and towns, staff the Eastern
Shore of Virginia Ground Water Committee, staff the Eastern Shore
of Virginia Public Service Authority, provide geographic information
system (GIS) services, conduct state and federal environmental reviews,
and work with local governments and organizations to protect coastal
resources and develop heritage tourism activities. The expected
outcome will be improved coastal management on the Eastern Shore
of Virginia.
1) Planning Technical Assistance: The A-NPDC will continue to provide
planning technical assistance to the two counties and 19 incorporated
towns. The A-NPDC will prepare a new Wachapreague Town Plan for
adoption by the Wachapreague Town Council. The process will include
a town planning workshop, data collection and analysis, mapping,
development of goals and objectives, draft plan development, and
presentation at a public hearing.
2) Water Resources Planning: The A-NPDC will continue to staff the
Eastern Shore of Virginia Ground Water Committee and the Eastern
Shore of Virginia Public Service Authority. Staff will manage the
Ground Water Committees consulting hydrogeologist and assist
with ground water education, data development, and research. Staff
will also manage the Public Service Authoritys consulting
engineer and coordinate regional efforts to provide water and sewer
service to communities lacking adequate sanitary facilities.
3) GIS Services: The A-NPDC will continue to provide GIS services
and data development, as well as staff the Eastern Shore of Virginia
GIS Committee.
4) Environmental Review: The A-NPDC will continue to respond to
state and federal environmental review requests.
5) Heritage Tourism Development: The A-NPDC will conduct the annual
Heritage Tourism Workshop and continue to assist with development
and marketing of the Virginia Coastal Birding and Wildlife Trail,
the Eastern Shore of Virginia Heritage Trail, and the Seaside Water
Trail.Project Description

Planning Technical Assistance Report
Staff assisted the Town of Wachapreague with a Town Plan update;
assisted Northampton County with Comprehensive Plan ground water
revisions; assisted Eastville, and Oyster with planning workshops;
planned and conducted the Chincoteague Planning Workshop; completed
final planning for a nature trail at Northampton Seaside Park; prepared
a 306A grant application for the Seaside Water Trail Public Access
Project; and prepared a successful $60,000 FEMA grant for the Eastern
Shore Hazard Mitigation Plan.
2. Water Resources Planning Report
Staffed the Eastern Shore of Virginia Ground Water Committee and
assisted Accomack County with development of a ground water protection
ordinance. Managed the consulting hydrogeologist and planned and
coordinated a regional Household Hazardous Waste Collection. Staffed
the Eastern Shore of Virginia Public Service Authority and continued
to plan for water and sewer system improvements in Accomack and
Northampton.
3. GIS Report
Held a GIS Day Open House on November 19, 2003; integrated Eastern
Shore 911 data and Virginia Base Mapping Project data into the A-NPDC
GIS system; and provided regional GIS services.
4. Environmental Review Report
Processed 10 state and federal environmental review requests.
5. Heritage Tourism Development Report
Conducted the annual Eastern Shore Heritage Tourism Workshop on
June 24, 2003; assisted the Virginia Eastern Shore Tourism Commission
with Heritage Trail data and maps; assisted with production of the
2003 Birding Festival and planning for the 2004 Birding Festival.
