Virginia Coastal Program: 2002 Coastal Grant Project Description and Final Summary
Project Task:
FY2002 Task 83.01
Grantee:
Virginia Department of Environmental Quality - Water Quality Assessment Program
Project Title:
Citizen Monitoring Program Match
Project Description as Proposed:
The Citizen Monitoring Coordinator (CMC) coordinates the Virginia Citizen Monitoring Program by coordinating with all the citizen monitoring organizations in Virginia. The CMC provides technical assistance and guidance to citizen monitoring groups on establishing water quality monitoring programs. The CMC assists organizations with developing quality assurance project plans so that the data can be used for state water quality assessment reports. The CMC collects citizen monitoring data and disseminates the data to appropriate state agencies while also seving as a liaison between citizen monitoring groups and DEQ. The CMC works closely with citizen groups and DEQ staff to assist groups in selecting monitoring locations that will not duplicate efforts. Additionally, the CMC supports educational outreach activities by promoting the program at festivals and conferences and giving presentations on the program. The CMC works very closely with the Alliance for the Chesapeake Bay and the IWLA Virginia Save Our Streams Program (as described in Task 83) who provide direct training and guidance to other groups interested in monitoring under their protocols. Both of these regional, multi-watershed citizen monitoring organizations recently signed a Letter of Agreement with DEQ and DCR demonstrating their commitment to implementing the Virginia Citizen Monitoring Program.
