Coastal Nonpoint Source Program Development and Implementation

Project Description as Proposed:

Virginia will continue to develop projects to implement the Coastal Nonpoint Pollution Control Program. As identified in the Virginia Nonpoint Source Pollution Management Program document (approved December 1999), there are 9 source category chapters containing 507 action items. The CNPCP Chapter has 82 tasks to be accomplished over the 5-year period of 2000 - 2005. There are 7 other agencies with the lead responsibility to accomplish 28 of the 82 tasks. DCR is the lead agency on the remaining 54 tasks. Issue areas for the 2002-2003 grant cycle include but are not limited to:1) continue implementation of a clean marina program, including workshops, boat shows, awards ceremony, conducting site evaluations and fact sheets, 2) evaluation of BMP implementation activities and incorporating information into the Virginia NPS Pollution Potential Assessment Report, 3) continue to support stormwater & OSDS program development, 4) providing technical assistance to local governments, 5) supporting Tributary Strategy BMP implementation activities, 6) working with NRCS and DOF on targeting Conservation Reserve Enhancement Program money to coastal areas, 7) promoting the development of watershed management plans, 8) develop projects to implement the NPS document Hydromodification chapter, and 9) integration with other state programs. The Program Coordinator is also responsible for managing DCR's Coastal NPS grant program. This includes: 1) evaluating submitted proposals and negotiating final work plans 2) preparing contract packages and tracking project progress 3) preparing semi-annual and final reports for DEQ 4) reviewing and editing final work products5) disseminating individual project results & information to appropriate organizations.

Project Summary Provided by Grantee:

A significant amount of time is spent developing and managing projects, coordinating activities among nonpoint source pollution management programs, and coordinating among the state agencies. Some of the 2000 & 2001 grant year projects continued into the 2002 grant cycle and include; 1) Development of a GIS for the Health Dept. Division of Shellfish Sanitation; 2) OSDS Plume Characterization; 3) Clean Marina Program; 4) Development of Reference Reach Standards; 5) Integrated Pest Management Field Day Demonstrations; 6) Citizen Monitoring; and 7) Local Government projects.

During the 2002 grant cycle, the Clean Marina Program continued and now has 35 participating marinas (18 certified and 17 pledged). Other projects initiated during the 2002 grant cycle include; 1) Enhanced Aquatic Assessment to gather living resource, habitat, and morphological data; 2) Stream Reference Reach Development to develop an interactive tool to be used for determining stream health and allowing localities to evaluate the development of reference reaches; 3) Stream Restoration BMP guidebook that incorporates a variety a stream restoration and stabilization techniques for use in Virginia; and 4) A project to continue support for Virginia's Citizen Monitoring program is resulting in the development of a monitoring methodology for benthics on the Eastern Shore. Project information is provided on the DCR and DEQ websites upon completion.

A major activity during this period was the development and release of a request for proposals to local governments for implementing specific Coastal Nonpoint Program management measures. Nine localities received funding for watershed, septic system programs, stream assessment, education, and stormwater related projects. Another major activity was hosting the National Coastal Nonpoint Program meeting in April 2003. Staff participated in topical workgroups drafting white papers on policy and program implementation issues.

Matching funds are provided by the DCR Urban Programs staff who responded to 204 technical assistance requests, reviewed 77 projects (VDOT, state, federal), conducted 141 project inspections, gave 3 program presentations, and conducted 18 training courses.
