Virginia Coastal Program: 2002 Coastal Grant Project Description and Final Summary

Project Task:

FY2002 Task 52

Grantee:

Town of Cape Charles

Project Title:

Repair and Extension of Cape Charles Jetty Pier

Project Description as Proposed:

The Cape Charles Jetty Pier serves as a public fishing and recreational pier. It was originally constructed in the early 1990’s using funds from the Virginia Coastal Program. The pier serves not only the local population, but also a large number of tourists who also enjoy recreational fishing and bird watching. The pier currently extends 1,485 feet from the south end of the Cape Charles Beach toward the Chesapeake Bay. Its primary limitation is in length, since approximately 800’ of the jetty remains uncovered by boardwalk and is inaccessible. Fishermen walk onto the rock jetty, creating a tremendous safety hazard which this project would prevent.

This $286,000 project would fund repairs to the existing 1485 feet of boardwalk (including widening it to a minimum of 5 feet to comply with ADA requirements) as well as create a new extension to the pier. The new area would extend 100 feet southward from the existing pier and then about 200 feet westward. Both the new boardwalk and the repairs will be constructed of salt-treated timber in accordance with AWPA standards for saltwater exposure. The new portion of the pier will be a minimum of 10-12 feet wide and will have a railing designed to accommodate handicapped fishing enthusiasts. The new portion will be a minimum of 100 feet from the edge of the adjacent Cape Charles Harbor Federal Channel and a minimum of 100 feet from the adjacent riprap jetty. Thus the pier will be in a location that avoids conflicts and potential snags on passing vessels and the existing riprap jetty. This will also allow access to deeper waters for better fishing. (An additional $114,000, not included in either the federal or match portion of this project description, has been or will be spent by the Town of Cape Charles on planning, research, bidding, testing, surveying, designing, permitting and contingencies for the project.)
