Coastal Resources Technical Assistance Program
Project Description as Proposed:
The Richmond Regional Planning District Commission will provide continued policy and planning support to member localities:1) GIS Data Support: RRPDC staff will provide GIS analysis of existing and future land uses using locally adopted land use plans and aerial photography. Geographical data distribution and analysis results, as well as maps of environmental resource features such as wetlands and floodplains will be made available via the PDC's GIS data server.2) Environmental Resouces Technical Advisory Committee Support: RRPDC staff will develop an environmental work program to be implemented in part through the Environmental Resouces Technical Advisory Committee. PDC staff will host periodic meetings of the Environmental Resources TAC to implement various components of the work program.3) Local Government Technical Assistance: RRPDC staff will assist local governments with their coastal programs by: preparing and administering grant applications, requests for proposals, etc; reviewing local site plans and development proposals for environmental impacts; preparing and assisting with updates to local codes and ordinances; assisting with tributary strategy implementation; and conducting other associated technical assistance efforts as requested.4) Public and Private Agencies/Commissions Liaison: RRPDC staff will participate in meetings and workshops covered under the Regional Cooperation Act, the Chesapeake Bay Preservation Act, and the Chesapeake 2000 Agreement as well as actively participate as a member of the Metro Areas Work Group and the Local Government Advisory Committee.5) Grant Administration: RRPDC staff will preform necessary financial and administrative tasks to manage grants, including required reports and meetings with the Virginia Department of Environmental Quality officials.n

Major
tasks accomplished in the 2002 grant year include:
A. Attending numerous coastal program meetings including VA Coastal
PDC, James River Tributary Strategy, York River Tributary Strategy
and Hampton Roads PDC environmental roundtables;
B. Holding meetings of the region's environmental technical advisory
committee to establish new program areas and projects such as storm
water management program, establishing a storm water and NPDES task
force, and litter control campaign;
C. onducting 119 environmental reviews; an increase of 15% from
grant year 2001.
D. Working with the James River Advisory Council to edit an interpretive
map of the James River utilizing GIS;
E. Keeping the region's local governments up to date and aware of
latest changes and requirements to the Chesapeake Bay Preservation
Act and proposed changes to the water quality criteria;
F. Working with other coastal PDC's to develop a reporting process
for the Secretary of Natural Resources Report to the Governor;
G. Maintaining the region's environmental data through GIS.
H. Applying for grant funding to establish the litter control campaign
and conduct a BMP inventory throughout the region;
I. Continuing to expand and strengthen the region's environmental
awareness and coastal opportunities.
