Project Description as Proposed:
The Accomack-Northampton Planning District encompasses the Eastern Shore of Virginia, a 70-mile long peninsula with two counties, Accomack to the north and Northampton to the south. The region's population has grown from 44,329 in 1990 to 47, 581 in 2000, a 7.3 percent growth rate. The Eastern Shore of Virginia is experiencing this growth due to retirement community development and second home construction, and growth is expected to increase due to the recently implemented $14.00 24-hour toll discount on the Chesapeake Bay Bridge Tunnel. The A-NPDC Coastal Resources Technical Assistance program will focus on providing planning technical assistance to Accomack County, Northampton County, and the Eastern Shore's 19 incorporated towns, which include Chincoteague, Saxis, Tangier, Hallwood, Bloxom, Parksley, Accomac, Onley, Onancock, Melfa, Keller, Wachapreague, Painter, Belle Haven, Exmore, Nassawadox, Eastville, Cheriton, and Cape Charles. 1) Planning Technical Assistance: The A-NPDC will provide planning technical assistance to the two counties and 19 incorporated towns, including revision of comprehensive plans and land use ordinances. This assitance will also include responding to date requests from local governments and state and federal agencies.2) Water Resources Planning: The A-NPDC will continue to staff the Eastern Shore of Virginia Grounds Water Committee and the Eastern Shore of Virginia Public Service Authority. Staff will manage the Ground Water Committee's consulting hydrogeologist, coordinate local government adoption of ground water protection ordinances, and assist with ground water research and data development. Staff will also manage the Public Service Authority's consulting engineer and coordinate regional efforts to provide water and sewer service to communities lacking adequate sanitary facilities.3) GIS Implementation: The A-NPDC will continue GIS data development and staff the Eastern Shore GIS Committee, which promotes regional GIS development and data sharing. Staff will also work with the Virginia Coastal Program and the coastal planning district commissions to coorMay 16, 2006anning in Virginia's Coastal Zone. 4) Environmental Review: The A-NPDC will respond to state and federal environmental review requests to ensure that state and federal projects are consistent with regional planning.5) Heritage Tourism Development: The A-NPDC will wirk with local governments, businesses, and state and federal agencies to protect coastal resources and develop heritage tourism activities. Staff will continue to assist with development and marketing of the Virginia Coastal Birding and Wildlife Trail and will produce the annual Eastern Shore Heritage Tourism Workshop.

Under
the 2002 A-NPDC Coastal Resources Technical Assistance Program Scope
of Work, the A-NPDC provided Planning Technical Assistance, Water
Resources Planning, GIS Implementation, Environmental Review, and
Heritage Tourism Development on the Eastern Shore of Virginia. The
following Task Reports summarize the work completed under this grant:
1. Planning Technical Assistance Report
Staff assisted the Town of Keller with a town plan update; completed
assisting the Town of Exmore with a zoning ordinance update; facilitated
the Chincoteague Harbor Workshop; planned and laid out a nature
trail at Northampton Seaside Park; prepared a successful grant proposal
for the Seaside Water Trail Project; and prepared a successful $60,000
FEMA grant for a Hazard Risk Assessment Project.
2. Water Resources Planning Report
Staffed the Eastern Shore of Virginia Ground Water Committee and
assisted with adoption of the Northampton County Ground Water Protection
Ordinance; staffed the Eastern Shore of Virginia Public Service
Authority, completed study of septage lagoons, and continued to
plan for water and sewer system improvements in Accomack, Parksley,
and Northampton.
3. GIS Report
Staffed the Eastern Shore GIS Committee; held a GIS Day Open House
on November 20, 2002; obtained Eastern Shore 911 data and Virginia
Base Mapping Project data; and provided regional GIS services.
4. Environmental Review Report
Processed 10 state and federal environmental review requests.
5. Heritage Tourism Development Report
Conducted the annual Eastern Shore Heritage Tourism Workshop on
June 24, 2003; assisted Eastern Shore Chamber of Commerce with qualifying
as Jamestown 2007 Host Community; assisted with sign installation
and trail guide distribution for the Virginia Coastal Birding and
Wildlife Trail.
