Project Title:

Water Quality Improvement Fund (WQIF) Match - Henrico County

Project Description as Proposed:

In the mid-1990s, Henrico County expanded its wastewater treatment facility (which discharges directly to the James River) from 30 million gallons per day (MGD) to 45 MGD, and included a biological nutrient removal (BNR) process. This action is a part of Virginia's Chesapeake Bay Program initiative to reduce nutrient loads to the Bay and its tributaries. A 50% WQIF grant has been awarded, in the amount of $8,906,687, to reimburse Henrico for this work, as well as for installation of BNR in a project now underway to further expand the plant to 75 MGD. The Phase I grant covered the cost of design and construction predominantly associated with the aeration tanks and methanol handling/feed system. Under the Phase II BNR upgrade now underway, the grant will cover additional aeration tankage, integration of flow into a single sludge mode, and combining return sludge into a single stream with redistribution throughout the modules. Within the activate sludge process, the retrofit will also incorporate: reactor cells capable of anerobic/aerobic/anoxic conditions, swing zones, a distribution system which will allow primary effluent to be distributed into various reactor cells, nitrified recycle, and new mixers. The majority of the activity covered under this grant agreement is for the BNR construction of Phase II associated with new tanks, with each new tank designed for 8.0 MGD and consisting of 13 cells, of which 60% of the volume is attributable to BNR and is grant eligible. Construction and equipment eligibility within other cells ranged from 25% for aeration to 100% for structural concrete and the mixers. Some items (such as secondary clarification, alum feed, solids handling and fitration) were not considered eligible under the voluntary BNR scenario.

This project included nitrogen reduction components associated with retrofitting a portion of the existing wastewater facility and also installing new components. The components included: a) retrofitting Biological Nutrient Removal Tanks 1-6 to include anoxic and aerobic zones and b) installing new concrete tanks 7-10 and associated components to create anoxic, anaerobic, and swing zones. The project also included a portion of the return activated sludge (RAS) pump stations and new piping for Methanol facilities.

While not all process components are yet online and/or operating, it is estimated the nitrogen concentrations were reduced by 25% in 2003, compared to what was produced by the preexisting wastewater facility.
