Project Title:

Coastal Management Support

Project Description as Proposed:

This task supports three staff positions that are contracted through VIMS. Because of the small number of Virginia Coastal Program staff, the majority of funds are subcontracted. This requires additional support to ensure that the open grants are properly managed and implemented, as well as allow for increased emphasis on policy coordination. The following positions will support staff and activities in Task 1:1) Coastal Planner: (full-time) The planner provides guidance on coastal management issues. This includes assistance to grantees, agency monitoring, biennial program review, working on Virginia's new nontidal wetlands regulations and other grants. The Planner also assists with updating the Virginia Coastal Program document. 2) Coastal Specialist: (full-time) The Coastal Specialist builds and maintains the grants and other program databases; updates tracking systems as needed; and assists with submission of the annual grant application. The Coastal Specialist will also translate the program's FileMaker grants database to Access to allow for a relational database sytem. (This process began under FY'01 Task 1.1.) The Specialist will attempt to interface the Program's grant database with NOAA's CAMMP database. The Coastal Specialist will be responsible for building and maintaining a Coastal GIS. Data layers will be acquired and analyses and maps will be prepared as needed.3) Program Assistant: (full time) The Program Assistant provides general clerical support to the Coastal Program staff. Duties include data entry (performance reports, project summaries - Form C's, grant applications); report reminders, contract package compilation and tracking; meeting arrangements and minutes; formal public notices; setting up and maintaining issue-oriented files and public outreach files; and maintenance of the Program's mailing database. In addition, the Program Assistant helps with report editing and outreach materials production.
