Marina Technical Advisory Program

Project Description as Proposed:

The Virginia Department of Conservation & Recreation will continue to contract with VIMS on the establishment of a Clean Marina Program. Technical assistance will be provided to marinas throughout the coastal zone to support reductions in nonpoint source pollution. Work will continue on the development and implementation of a Virginia Clean Marina Program in the Winter of 2001 which will include a clean marina workbook by October 2000, two technical workshops by March 2001, and site visits to determine designation of qualifying clean marinas for a Spring Awards Ceremony. Quarterly reports will be filed with DCR and DEQ; the industry and technical advisory committees will be staffed. Information collected during site visits, technical workshops and boat shows and from other sources will be conveyed to committee members for identifying future program activities and opportunities. Outreach implementation will be a main thrust of this year's project following up on the outreach strategy developed under the FY 99 grant. VIMS will develop an educational display and associated clean marina materials. VIMS will display and represent the program at 3 boat shows in the Fall/Winter of 2000/2001 to educate the boating public on marina water quality issues. A presentation will be developed for the annual Virginia Association of Marine Industries meeting in October 2000. A web-site will be created for the Clean Marina Program in the spring of 2001. Additionally, technical bulletins may be produced as needed to clarify best management practices and to publicize marinas participating in the process. A final report will be produced regarding the implementation of the 6217 management measures.

The Marina Technical Advisory Program (MTAP) was formed in the fall of 1999 to address the CZARA 6217 management measures for stormwater runoff, fish waste, technical assistance, and boat operation.

An advisory panel of seventeen was set up to support the program. The advisory panel consists of members from the Virginia Department of Environmental Quality (DEQ), the Virginia Department of Health, the Virginia Department of Conservation and Recreation (DCR), the Virginia Institute of Marine Science, the Virginia Department of Game and Inland Fisheries, the Chesapeake Bay Local Assistance Department, the Ocean Conservancy, the Virginia Marine resources Commission, the Coast Guard Auxiliary, one private boater, one consultant, and three private marina operators. A specialist was hired to coordinate the project. The position was integrated with the existing staff of advisory specialists in the Virginia Sea Grant Marine Advisory Program at the Virginia Institute of Marine Science. In 2000, the MTAP was tasked with developing and running a Virginia Clean Marina Program. The Virginia Clean Marina Program is a voluntary program involving marina owners and operators who are willing to develop and maintain best management practices that reduce the amount of pollutants that enter the water.

A Clean Marina Display was developed and manned at three boat shows. The display describes the program, identifies marinas involved, and visually describes best management practices. Four workshops with over 100 attendees were held. The workshops educated marina owners/operators on the Clean Marina Program, the Boating Infrastructure Program, the Stormwater Permit process in Virginia, and the legal and environmental issues of Derelict Boats. Five Virginia Clean Marinas were designated. Nineteen marinas pledged to become Clean Marinas. A website was developed. The website details provides contact information for the Clean Marina Program and has a digital copy of the Guidebook. A Virginia Clean Marina Guidebook and Training Guide were developed.

As part of the Virginia Clean Marina Program, activities that support and promote the Program are integral to its success. This includes holding an awards ceremony, providing press releases, coordinating with other state and federal activities, providing certificates to designated marinas, developing promotional items such as brochures and information packets to be used as handouts at boat shows, workshops, and general public inquiries.
