Coastal Resources Technical Assistance Program

Project Description as Proposed:

MPPDC's Coastal Resources Technical Assistance Program provides ongoing support to member localities of the PDC: Gloucester, Mathews, Essex, King William, King and Queen, Middlesex and the Towns of Tappahannock, Urbanna and West Point as well as community level groups: Mathews County Blueways, Middle Peninsula Land Trust, Mattaponi and Pamunkey River Association, and Friends of the Dragon Run. For FY 2000/2001, this grant funded work program will consist of four distinct tasks:

(1)MPPDC will provide coastal management support to local government, local wetlands boards and local planing staff. MPPDC staff will provide GIS analysis of development proposals, land use plans, and local land use ordinance implementation. Geographic data distribution and analysis results, as well as maps of wetlands, land use, floodplains and public access will be available via the coastal resources data server at www.MPPDCGIS.com.

(2) Support of local planning staff development in compatible planning techniques. MPPDC staff will convene monthly-quarterly meetings with local community level planners, the Dragon Run Steering Committee, the Middle Peninsula Water Resource Committee and other appropriate committees to assist with coastal planning efforts.

(3) Exploration and monitoring of public access sites and water trails. MPPDC staff will work with each local government in the Middle Peninsula, Mathews Blueways, Mattaponi and Pamunkey Rivers Association, Middle Peninsula Land Trust, Virginia's River Country and other community level groups to improve public access and use

(4) Assistance to the Virginia Oyster Heritage Program. MPPDC staff will coordinate an Oyster Heritage softball team, provide informational materials, assist with event coordination, and investigate alternate sources of oyster shell for reef construction.

The Middle Peninsula CRMP Technical Assistance Program, for the time period of October 1, 2000 through March 31, 2002, provided assistance covering the following tasks:Coastal Management Support, Local Planning Staff Development in Compatible Planning Techniques, Exploration and Monitoring of public access Sites and Water Trails, Provide Coordination Assistance with Virginia Oyster Assistance Heritage Initiative, Produce a Fact Sheet for the Dragon Run Special Area Management Plan (SAMP). Details of the work are available. A summary follows.

1. Coastal Management Support- Developed and submitted a compendium of GIS maps and reports related to technical assistance given.
2. Local Planning Staff Development in Compatible Planning Techniques- Developed and submitted a compendium of meeting agendas, meeting summaries, special reports and other supporting material given.
3. Exploration and Monitoring of public access Sites and Water Trails- Developed a report of technical assistance provided, map products, meeting minutes and other activities required to promote and develop public access sites, water trail activities, gateway projects, and eco tourism activities.
4. Coordination Assistance with Virginia Oyster Assistance Heritage Initiative- Developed a list of Oyster Heritage questions asked at festivals and softball events, documentation of coordination assistance gives for festivals, meeting notes and plans developed for oyster shell-recycling program.
5. Produce a Fact Sheet for the Dragon Run Special Area Management Plan (SAMP)- Developed a Fact Sheet that describes the project, mission, location, funding, and issues of concern. This is being distributed to Boards of Supervisors, landowners, and others interested in the Dragon Run SAMP project. It is also posted on the Web.
