Project Title:
Coastal Resources Technical Assistance Program
Project Description as Proposed:
Assist 16 member
localities and various public and private groups on coastal and
other environmental issues. The HRPDC will perform:
I. VCRMP Program Support.
A. Environmental Impact Review. Review/comment on environmental
impact assessments/statements for projects affecting Hampton Roads.
B. State/Federal Program Participation. Serve on advisory committees
for VCRMP, Chesapeake Bay Program, Coastal Nonpoint Source Program,
North Carolina River Basin Councils and other state/federal programs.
Chair Coastal PDC Committee and represent it on Coastal Resources
Policy Team
II. Special Regional Studies. Develop Hampton Roads implementation
plans for the James and York River Basin Tributary Strategies. Policy
and technical analyses of state/federal initiatives.
III. Local Assistance and Coordination.
A. Technical Assistance. Provide technical assistance to the localities
in the development of comprehensive plans, ordinances and related
programs.
B. Regional Coordination Process. The coordination process will
address Core Elements of the VCRMP, the multi-state Chesapeake Bay
Program and the Virginia CBPA. Specifically, will address development
of coastal indicators, tributary strategies, CBPA implementation,
public access, state/federal wetlands regulations and related issues.
IV. Public Information and Education. Newsletters will be produced
and presentations and workshops will be made or conducted on request.
Monthly program status reports on coastal issues will be provided
to the Commission.

Project Summary Provided by Grantee:
The
Hampton Roads Technical Assistance Program encompasses the basic
environmental planning technical assistance program of the Hampton
Roads Planning District Commission. It enables the HRPDC tp provide
technical assistance on environmental issues to its sixteen member
local governments; participate in and support the VCRMP; support
a comprehensive regional coordination process; undertake special
technical studies; and, provide public information and education
on environmental issues. This report documents the activities undertaken
during FY 2000-2001. It includes the Project Summary Report, copies
of representative project review letters, meeting agenda packages,
Position Statements developed through the process and adopted by
the HRPDC, and copies of the HRPDC Quarterly Newsletter. Copies
of the final report were distributed to the VCRMP, NOAA, and the
HRPDC Commissioners.
Through this project, the HRPDC reviewed and commented on approximately
fifty (50) EIA/EIS; facilitated and provided technical studies to
support the work of the Hampton Roads Chesapeake Bay, the Hampton
Roads Tributary Strategy Project Steering, and Ad Hoc Wetlands Committees,
as they addressed Chesapeake Bay Preservation Act, Tributary Strategies
and Wetlands, respectively; represented the region's localities
on state, regional and local advisory committees; coordinated local
participation in several Corps of Engineers studies; and coordinated
the Coastal PDC Network. Extensive HRPDC staff and Committee participation
in the Chesapeake Bay Program, on behalf of the localities, has
occurred. This program continues to provide the financial seed to
assist the region's localities in establishing ongoing environmental
programs.
