Project Description as Proposed:
The localities of King William, King & Queen, Essex and Tappahannock seek to continue development and implementation of a program designed to protect natural resources and manage coastal development. This is accomplished through a regional position created to 1) help review plans of development for E&S, Stormwater management, and Chesapeake Bay Act requirements, and 2) monitor sites for compliance. 3) The individual also acts as the staff contact for the Wetlands Board in the three counties. The minutes and correspondance between applicant and agencies are part of the responsibilities related to the Wetlands Boards. 4) Permit tracking for the grant is an additional responsibility of the wetland engineer. Tracking the activities of permitted projects include inspections and reports, verbal and written correspondance for violations, determination of surety requirements, and legal action when required. Activities without permits also require lengthy tracking and even more detailed monitoring and follow-up correspondance to insure that compliance is achieved. Review of BMPs and Buffer encroachments is paramount to coastal development reviews. 5) Additional tasks relate to improving processes that are required for developers, revising forms for ease of use and review, improving/ strengthening the local ordinances and education of the public to relay expectations for development activities to proactively address development issues prior to violations. Other agencies and organizations have called upon this position to help address and/or utilize their particular issues/ or information i.e. The Phragmities Steering Committee, The Nature Conservancy (on a vegetation documentation Study on the Pamunkey River and sensitive land acquistion), and The Mattaponi and Pamunkey River Association.

The Wetland Engineer position has been utilized in an advisory capacity reviewing the environmental component of development proposals in the localities of Essex, King and Queen, and King William Counties and the Town of Tappahannock. Additional assistance has been offered in the roles of site inspector and staff to the localities' Wetlands Boards and program administration. Primary review authority is in regard to the Tidal Wetlands Act, The Chesapeake Bay Preservation Act, and Erosion & Sediment Control regulations. A great emphasis on education and public relations aims to proactively enforce the regulations and to provide alternatives to proposals that may minimize impacts to the surrounding environment. Additionally, the position was designed to help coordinate review between all agencies involved, and to maintain contacts. Broadening aspects of the job cater to comprehensive planning of the individual localities and special management projects with other agencies and organizations.
