Project Description as Proposed:

The Commission staff will assist its tidewater communities in their review of proposed local, state and federal projects and environmental impact statements which may affect coastal and related environmental resources.

The Commission staff will assist its tidewater communities in their efforts to incorporate coastal and environmental resources and issues, such as nonpoint source and stormwater management, public access, wetlands, floodplains, shoreline erosion and groundwater wellhead management into local comprehensive plans and related land use regulations.

The Crater Commission will continue to provide staff support to the "Friends of the Appomattox River" organization. Three organizational development workshops will be conducted to develop the structure of FAR. Each section will be dedicated to the discussion of one of the following objectives: 1.)Mission Statement, 2)Vision Statement, and 3) By-laws Development. Also, the Commission would work with "The Friends of Chesterfield's Riverfront" (FCR) on river clean-up and greenway projects.

The Commission will continue to participate in the Chowan River Basin Regional Council (CRBRC) meetings and share data about the Virginia side of the watershed because more than 75 percent of Crater's tidewater communities is located in the Chowan Watershed. The Commission will follow the development of MOA between Virginia and North Carolina and advise its tidewater communities on all findings related to coastal and water quality issues.

The Commission will also continue to provide local and regional information on socio-economic, environmental data as requested by state and federal agencies.

Project Summary Provided by Grantee:

Crater Commission's Coastal Resources Technical Assistance Program supports its Tidewater communities in their efforts to incorporate coastal and environmental resources and issues into local comprehensive plans and programs. The Chesapeake Bay Element of Prince George County's Comprehensive Plan was adopted and considered consistent with the Phase II requirements of the Chesapeake Bay Preservation Acts and Regulations. The Commission staff attended the Towns of Claremont, Dendron, and Surry public meetings and assisted in the Comprehensive Plan amendments. In addition, the Town of Surry's Zoning Ordinance was updated and adopted in September, 2001

The Commission provides staff support to the Friends of the Lower Appomattox River (FOLAR) organizations. FOLAR is a non-profit citizen organization. The Commission assisted FOLAR in the preparation of its mission statement and by-laws. Its mission statement is "Communities Working in Partnership to Conserve and Protect the Appomattox River". As of today, FOLAR has participated in the Spring Spruce Up and the Fall River Renaissance river clean up activities. In partnership with the Southside Leadership Group, the Commission and FOLAR also sponsored a Riparian Tree Planting project at the Lake Chesdin Boat Landing area.

Working with Virginia Tech's Community Design Assistance Center's Design Team, a Greenway/Blueway plan for the Lower Appomattox River Corridor is under way. The proposed plan will recommend a network of greenways; land trails and water trails for conservation, recreation and education throughout the corridor. To facilitate the plan development, a "Cruise the River" event was sponsored by the Commission. In addition, two "Idea Swap" workshops were held to solicit citizen input and ideas of their dreams for the River. The final Greenway/Blueway Plan will be presented to the public in June, 2002.
