Project Description as Proposed:
The Accomack-Northampton
Planning District Commission encompasses the Eastern Shore of Virginia,
a 70 mile long peninsula with two counties: Accomack (to the north)
and Northampton (to the south). The area is now rural but development
pressure is increasing. This project will focus on providing assistance
to the region's two counties and nineteen incorporated towns in
dealing with development pressure. The project will focus on the
following tasks:
1. Planning Technical Assistance. The A-NPDC will continue to provide
coastal resources management planning technical assistance to Accomack
County, Northampton County, and the incorporated towns of Chincoteague,
Saxis, Tangier, Hallwood, Bloxom, Parksley, Accomac, Onley, Onancock,
Melfa, Keller, Wachapreague, Painter, Belle Haven, Exmore, Nassawadox,
Eastville, Cheriton, and Cape Charles. This technical assistance
will include attending Town Council and Planning Commission meetings,
responding to information requests, and assisting the towns with
general coastal resources management planning.

Project Summary Provided by Grantee:
Under
the 2000 A-NPDC Coastal Resources Technical Assistance Program Scope
of Work, the A-NPDC provided Planning Technical Assistance, Water
Resources Planning, GIS Implementation, Environmental Review, and
Heritage Tourism Development on the Eastern Shore of Virginia. The
following Task Reports summarize the work completed under this grant
1. Planning Technical Assistance Report
Staff conducted an Assateague Beach Public Access Workshop; assisted
the Town of Chincoteague with planning for a recreational trail
and kayak launch site; facilitated a regional Farmland Preservation
Workshop; began assisting the Town of Keller in reviewing and updating
the Keller Town Plan; assisted the Town of Wachapreague in reviewing
a development proposal for a resort hotel; hosted a Sea Level Rise
Workshop for VIMS; provided data for the Chesapeake Bay Bridge Tunnel
Commuter Toll Impact Study; and facilitated a park planning workshop
for Northamtpon County.
2. Water Resources Planning Report
Staffed the Eastern Shore of Virginia Ground Water Committee; completed
development of the draft ground water protection ordinance; and
completed project management of the EPA grant to evaluate the water
supplies in economically disadvantaged communities. Staffed the
Eastern Shore of Virginia Public Service Authority and continued
to plan for water and sewer system improvements.
3. GIS Implementation Report
Staffed the Eastern Shore GIS Committee, continued to collect GIS
data; and completed installation of the A-NPDC GIS network.
4. Environmental Review Report
Processed environmental review requests for a military airport and
a jet fuel storage facility.
5. Heritage Tourism Development Report
Conducted the annual Eastern Shore Heritage Tourism Workshop was
held on September 24, 2001; prepared and submitted recommendations
for the Virginia Coastal Birding Trail; assisted with planning for
the 2001 Eastern Shore Birding Festival.
