Virginia Coastal Program: 2000 Coastal Grant Project Description and Final Summary
Project Task:
FY2000 Task 1.05
Grantee:
Virginia Coastal Resources Management Program - Department of Environmental Quality
Project Title:
Analysis of Shoreline Management and Program Support
Project Description as Proposed:
This project will provide a detailed analysis of, and report on, Virginias current shoreline erosion control management framework as well support numerous other Coastal Program initiatives. Waterfront development in Virginias coastal zone is common and often involves alteration of shorelines in order to control erosion. In some cases, this activity can have the unintended consequences of degrading water quality and negatively affecting terrestrial and aquatic habitats. The Commonwealth of Virginia has a number of regulations, policies and programs in place to protect these resources while allowing property owners to take the necessary steps to protect their land from erosion. Examples of major state regulatory efforts include the Tidal Wetlands Act, the Chesapeake Bay Preservation Act, and the Erosion and Sedimentation Control law. Concerns have been expressed, however, that the outcome of these efforts does not always meet the multiple objectives of these programs. It is the intent of this project to critically research and evaluate the current status of the shoreline erosion control management framework and process in Virginia. The objective of the project is to identify opportunities for improved coordination among decision-makers to ensure the best possible management of state shorelines.

Project Summary Provided by Grantee:
This
project critically researched and evaluated the current status of
the shoreline erosion control management framework and process in
Virginia. Through surveys, personal interviews and field work, opportunities
for improved coordination among the various decision-makers involved
in shoreline management were identified. The project concludes with
7 recommendations focusing on education, promoting adequate site
design, development of model language for land use ordinances and
future planning. A two-page summary of program support is also included
in the final document.
