Middle Peninsula Public Access Authority Management Support

Project Description as Proposed:

This proposal encompasses two related activities:

1. MPPDC staff will provide on going direct staff support for the implementation of the Middle Peninsula Chesapeake Bay Public Access Authority Act, enabled by the Virginia General Assembly. Staff support will be needed to develop Authority by-laws, annual work plan and implementation activities.

2. The Middle Peninsula’s history and relationship to water-based transportation and economic lifelines form a rich cultural context that is not well served by a sound and balanced transportation system, access to alternative transportation systems, or public access portals. To address this deficiency, the region’s six counties, three towns, and other interested entities have over time developed numerous and isolated plans for bicyclists, pedestrians, and canoeists/kayakers. Although a significant amount of work has been done (and significant money spent), no comprehensive inventory of these measures exists from which to develop a truly regional multi modal alternative transportation plan. To maximize the benefit of these local efforts, to link various modes of transportation, and to minimize the level of future investment, this project proposes to inventory and assess existing plans, in order to identify specific steps for development of a Regional Multi Modal Transportation Plan. This inventory will be used to support the agenda of the newly created Middle Peninsula Chesapeake Bay Public Access Authority.

Report on MP Chesapeake Bay Public Access Authority - The Middle Peninsula Chesapeake Bay Public Access Authority, created by the 2000 General Assembly became activated during the FY02 grant cycle. As directed by the enabling legislation, the Access Authorities work program will include but not be limited to identifying land, either owned by the Commonwealth or private holdings that can be secured for use by the general public as a public access site; research and determine ownership of all identified sites; determine appropriate public use levels of identified access sites; develop appropriate mechanism for transferring title of Commonwealth or private holdings to the Authority; develop appropriate acquisition and site management plan. Under Task 1.04, the Authority successfully develop and adopted By-laws, Operating Agreement, and a draft annual work program. Project updates can be found at http://www.mppdc.com/project/access.htm
