Project Title:
Management of Virginia's Coastal Resources Management Program
Project Description as Proposed:
This task covers
aspects of managing the Virginia Coastal Program and administering
its grants. Management activities include: policy development/ coordination/
implementation in collaboration with the Coastal Policy Team; monitoring
of core agency activities; updating the program as needed through
RPCs and Amendments; and addressing the 312 findings resulting from
the November 1999 review. The Coastal Program Manager, Senior Coordinator
and Coastal Scientist will spend significant time guiding activities
under Task 7- Oyster Heritage Program, Task 10- Coastal Indicators/Biennial
review, and all of the Section 309 Tasks (see those tasks for products/outcomes).
Program staff will develop the updated Coastal Needs Assessment
and Strategy for winter 2001 submission to NOAA. In addition the
Coastal Program Manager will supervise staff within Tasks 1, 1.1
and 2. All staff in these three tasks will contribute to production
of the Coastal Partner's' Workshop in December 2000. See Task 3
for Federal Consistency activities.
Grant administration activities include: development, monitoring
and reporting of all grants (Sections 306/306A, 309, 310 and 6217)
for all open grant years (FY '97, '98, '99 and '00); development
of "Quick Response Grants"; development and submittal
of reprogramming and extension requests; and development of the
FY '01 award.
