Project Title:
Special Area Management Plan for Southern Watersheds (SWAMP Phase 6)
Project Description as Proposed:
This project will continue the efforts of the Cities of Chesapeake and Virginia Beach to develop and refine the Southern Watershed Special Area Management Program (SWAMP). The primary focus of the work to be performed in this fiscal year is to advance both cities toward the achievement of the program changes outlined in this application. Tasks to be performed include continued data acquisition, planning and design work to prepare a package that can be presented to the Planning Commissions and City Councils in Chesapeake and Virginia Beach. Specific tasks are outlined to facilitate three of the program changes that involve the development of Memoranda of Agreement. Education and public involvement activities will continue.

The
Southern Watershed Area Management Program (SWAMP) is a partnership
between the Virginia Coastal Program, the Hampton Roads Planning
District Commission and the Cities of Chesapeake and Virginia Beach.
SWAMP is a collaborative effort to integrate protection of natural
and cultural resources with continued economic development in the
Southern Watershed Area (SWA). The SWA includes the watersheds of
the North Landing and Northwest Rivers and Back Bay. Phase VI of
SWAMP has been completed and a written report documenting activities
and accomplishments during the period from October 1999 through
July 2001 is available. The year-end report includes the following:
·* Environmental Planning Special Report on the Southern
Watershed Area Management Program
·* The Executive Summary from the Strategic Plan for Agriculture
developed by Virginia Tech
·* The Executive Summary from the Conservation Plan developed
by the Virginia Department of Conservation and Recreation
·* The Executive Summary from the Multiple Benefits Conservation
Program developed by Landmark Design
·* The Executive Summary from the Rural Area Preservation
Program developed by Siemon and Larsen
·* An example of the use of Geographic Information System
modeling techniques to examine land use alternatives in the Southern
Watershed Area by the HRPDC staff.
In addition, the Memorandum of Agreement to Improve Water Use Conflict
Education for the North Landing River has been completed.
