FY1999 Task 54
Grantee:
Lancaster County
Project Title:
Windmill Point Launch Site
Project Description as Proposed:
This project will involve the creation of a launching site at Fleets Island, on land presently owned by Lancaster County. This launching facility will accomodate canoes, kayaks, and car-top boats, resulting in minimized environmental impact. A parking lot has been established, and all that remains to be done is the creation of an ADA compliant parking space, a hard-packed trail from the parking lot to the launching area, and the launch itself.

Project Summary Provided by Grantee:
The
purpose of this project was to construct a launching facility for
canoes and kayaks. The facility consists of a 9' wide path, approximately
500' long, leading from an existing parking lot to a portable restroom
facility. The path continues another 70' to an ADA compliant ramp
leading to a 16' pier. The pier has a bench seat and an attached
floating platform. Access can be gained to the floating platform
by means of a ladder with handrails. Launching of canoes and kayaks
will be done from the floating platform that will rise and fall
with the changing of the tide. It is anticipated that this facility
will be used by the local canoe/kayak club and by individual water
enthusiasts seeking access to state waters around and near Windmill
Point.
In addition to providing much-needed public access to state waters
this project also accomplished a significant cleanup of tidal wetlands
and waters. The area on which the facility is located is land donated
to Lancaster County that has, in the past, served as a dumping ground
for unserviceable working boats. Two boat hulks and four pieces
of large metal drive train components were removed from the waters
in the area of the launching facility. Other debris was also removed,
and cleanup will continue on the shoreline by volunteers such as
the canoe/kayak club which is being asked to "adopt" the
facility.
