Coastal Resources Technical Assistance includes the following activities: The analysis of development proposals, land use plans, local land use ordinance implementation utilizing geographic data; Wetlands management support to Local Wetlands Boards and staff through data retrieval from an Internet server site; Local planning staff development in compatible planning techniques and implementation of FY 99 Management Plan for public access site monitoring

Report: Middle Peninsula Planning District Commission Technical Assistance Project Final Report, MPPDC, September 1998, including maps, and tables and a report entitled "Middle Peninsula Planning District Commission's Public Acess Refuse Management Monitoring Project 2000", including color photos and maps.

Project Summary Provided by Grantee:

The activities undertaken by the Middle Peninsula Planning District Commission (MPPDC)assist local governments by addressing the issues of water quality, coastal zone management, and implementation-enforcement of local programs. The Coastal Resources Technical Assistance program addresses growth and development on a local and regional level to ensure that government programs enhance an overall program of protecting the Chesapeake Bay and its tributaries.

Although local officials continue to address problems affecting the coastal region, the need for continued technical assistance remains. Through the assistance of the MPPDC and past funding of Virginia's Coastal Program (VCP) grant project, Middle Peninsula localities have become more sophisticated in their use of water and land management tools. Supplying Coastal Resource Technical Assistance through the Middle Peninsula Planning District Commission (MPPDC) continues to build the technical capacity to address coastal resources issues which would otherwise be unavailable to the member governments.

The MPPDC provided technical assistance for coastal management activities to member localities, state, and federal agencies, and the public through the implementation of the following specific activities:
1. Analysis of Development Proposals, Land Use Plans, and Local Land Use Ordinance and Reports
Work Description: Provide up to four geographic analyses per locality per month for development proposals, land use plans, land use ordinances, and other coastal resource related activities. MPPPDC staff will support the localities GIS programs by providing data and technical support related to coastal management issues.
2. Wetlands Management Support-Coastal Resources Data Server
Work Description: Posting of stock maps (i.e. wetlands maps, land use maps, floodplain maps, public access sites, etc.) and digital data formatted for use in common GIS software applications such as ARC/INFO, ArcView, and AutoCAD Mapping Products via WWW.MPPDCGIS.com.
3. Local Planning Development
Work Description: The MPPDC will host monthly and quarterly meetings as a forum and information exchange between the local planning staff and local government appointed committees. This forum provides for coordination of coastal local planning efforts and the impetus for leadership in progressive planning techniques.
4. Public Access Site Management
Work Description: This project element addressed misuse of two access sites as a dumping area for trash, appliances, and other hazardous items. Analysis and recommendations for the cleanup and preservation of the site were produced.
