The
primary function of the Office of Environmental Impact Review (EIR)
is to coordinate the State's response to environmental impacts of
proposed state and federal projects. EIR receives the following
types of environmental impact statement documents: federal environmental
impact statements and environmental assessments; state environmental
impact reports; operating and expansion permits for public airports
or landing fields; environmental documents pertaining to the exploration
and extraction of minerals on state-owned lands; and environmental
impact statements for application for drilling permits in the Tidewater
area.
Any project occurring in Virginia's Coastal Zone, the area also
commonly known as Tidewater Virginia, must be consistent with Virginia's
Coastal Resources Management Program. The Virginia Coastal Program
(VCP) provides funding for positions in the Office of Environmental
Impact Review, located in the Virginia Department of Environmental
Quality.
During the federal fiscal year of 1999, the Office of Environmental
Impact Review handled over 331 projects. Of these 331 development
projects, slightly over half (51%) were located in Virginia's coastal
zone and were reviewed for consistency with VCP. These projects
included major state projects, local projects and both direct and
indirect federal actions. The staff also regularly made site visits
to clarify impacts, attended the quarterly dredge management meetings
and presented information in workshops on federal consistency requirements
to federal, state and local officials.
