Project Description as Proposed:

Implementation of a habitat conservation and restoration implementation project on public property at Munden Point District Park within the Southern Watershed in the City of Virginia Beach. The completed implementation project will constitute demonstration of (1) types of riparian shoreline protection and buffer restoration projects possible on similar public and private sites within the City, as well as (2) project design, management and procedural models for emulation by the public and private sector.

Project Summary Provided by Grantee:

The demonstration project for thisMay 1, 2006rmation system inventory of public properties which was developed for the Southern Watersheds as an offshoot from a similar project for the Chesapeake Bay watershed funded under a 1995 Virginia coastal Program grant. The candidate site was selected from the inventory based upon its associated environmental attributes identified in part by the GIS as a prime restoration and enhancement candidate. This determination was premised upon the site's attributes, including: location adjoining a City Scenic Waterway and a State Scenic River, soil composition and past history of fill or site alteration, current vegetative cover condition, stormwater runoff characteristics, site visibility, estimated potential for optimizing transferability of project results, severity of shoreline erosion or riparian buffer degradation, and estimated percentage of other publicly-owned properties exhibiting similar conditions.

The goals of the project were four fold: 1) to utilize materials developed under previous grants for project implementation, 2)to demonstrate implementation of types of riparian shoreline protection and buffer restoration projects possible on similar public and private sites within the city, 3) to document procedures followed and evaluation of their effectiveness, along with a post-completion critique of strengths and weaknesses of the project design and procedures, and 4) to undertake actual habitat conservation and restoration in the southern Watersheds to further local and regional environmental protection goals.

The final product consists of a report which describes site selection criteria, project management procedures and implementation steps, and documentation of demonstration project results. Copies are available from the City of Virginia Beach Department of Planning, Environmental Management Center. The project resulted in riparian buffer and tidal wetlands restoration along a total of approximately 500 linear feet of riparian shoreline and 250 linear feet of wind tidal wetlands shoreline. Project results will continue to be monitored to determine project effectiveness over the coming years. The project helped build upon a basis established under previous coastal grant funds for a continuing program which the City will employ to rehabilitate other shoreline areas.
