Project Description as Proposed:
The RRPDC, working with member governments, will assist the State and other entities with the development of tributary strategies for the James and York rivers. This will include assistance with the inventory of current local government efforts to protect water quality. The RRPDC will also assist with efforts to publicize this effort and will offer its facilities to the participants for meetings, etc., as needed and available. In addition, staff will continue to provide technical assistance to local governments in the areas of understanding tributary strategies, implementing these strategies, and taking local actions to protect water quality.

Project Summary Provided by Grantee:
The
stated objective of this project was to work with member governments,
the state and others in the development of tributary strategies.
Staff worked closely with the Middle James Tributary Strategy Team
Leader, Shep Moon, to coordinate activities related to the development
of tributary strategies. This included hosting regional meetings,
publicizing these meetings, and in general working to make sure
that the Commission and the staff of its member governments were
kept up-to-date relative to progress on this activity. Staff attended
York River Team Leader meetings and Crater and Hampton Roads PDCs
to coordinate activities within the Middle and Lower James River
segments. One RRPDC staff member was selected to participate in
the development of a Virginia Tributary Strategy Technical Synthesis
document and the James River Technical Review Committee. A report
entitled Virginia Tributary Basin Specific Profiles, Syntheses of
the Underlying Technical Information Supporting Tributary Strategies
Development was compiled in September. This document will be used
to relate the effect of various nutrient and sediment reductions
goals developed by the Bay model to improvements in water quality
and living resources. Model runs are expected to occur early in
the fall of 1998 with distribution during the fall of 1998. The
James River Technical Review Committee continues to meet to deal
with issues related to tributary strategies.
PDC staff worked closely with its member governments and the Middle
James Team Leader on this project. As stated in the original proposal
to DEQ, participation by member governments in the project was voluntary.
Some localities did participate and the RRPDC forwarded these to
the Team Leader.
While the PDC staff was involved in many informal presentations,
the only formal presentation made was to a class at VCU. The reason
that more presentations were not made relates to delays in development
of the Bay Watershed Model and, therefore, limited progress on development
of final Tributary Strategies. After discussions with the Team Leader,
it was decided to limit presentations until there was really something
to present. In addition, the Planning District Commission was kept
apprised of the tributary strategy program throughout the year via
written status reports which were incorporated into their agenda
packages.
