Regional Nutrient Reduction Strategies Program, Phase II

Project Description as Proposed:

The Regional Nutrient Reduction Strategies Program, Phase II, includes the following activities: 1) Identify implementation criteria which local governments can utilize to incorporate nutrient reduction strategies into existing land use and pollution prevention program; 2) Build local government and public support for the implementation of Tributary Strategies through local practices; 3) Develop a forum for the discussion of river basin wide nutrient reduction issues, including equity and trading; 4) Identify areas for regional cooperation in implementation of nutrient reduction strategies; and 5) Cooperate with neighboring Planning District Commissions in the support of the Tributary Strategies Program.

Project Summary Provided by Grantee:

This program developed the implementation criteria necessary for local government action on the Tributary Strategies Plans for the Rappahannock and York Rivers, and small coastal basins. The implementation criteria provide policy options for localities in their comprehensive planning, conservation ordinances, and the management and planning of pollution controls for local tributary streams.

The Regional Nutrient reduction Strategies Program, Phase II, includes the following general goals:
1) Identify implementation criteria which local governments can utilize to incorporate nutrient reduction strategies into existing land use and pollution prevention programs.
2) Build local government and public support for the implementation of Tributary Strategies through local practices.
3) Develop a forum for the discussion of river basin wide nutrient reduction issues, including equity and trading.
4) Identify areas for regional cooperation in implementation of nutrient reduction strategies.
5) Cooperate with neighboring Planning District Commissions in the support of the Tributary Strategies Program.

Highlights of the program include the completion of the Middle Peninsula Nutrient Reduction Strategies Report through a series of Task Force, MPPDC public meetings, and planner and local administrator meetings; Geographic analysis of watershed data; and coalition building among PDCs, SWCDs, and state agencies.
