This project continues and enhances the HRPDC's Environmental Technical Assistance Program for 15 coastal localities. It addresses Tributary Strategies, Habitat Restoration and Riparian Buffers, while supporting Core Elements of the VCRMP and further enhancing the networked partnership inherent in the VCRMP. It includes direct assistance to localities, review and comment on state/federal projects and programs, special regional studies, public education, and liaison between the state and localities.

Project Summary Provided by Grantee:
The
Hampton Roads Technical Assistance Program encompasses the basic
environmental planning technical assistance program of the Hampton
Roads Planning District Commission. It is the vehicle by which the
HRPDC provides technical assistance on environmental issues to its
sixteen member local governments; allows the HRPDC and its member
localities to participate in and support, as appropriate, the VCRMP;
supports a comprehensive regional coordination process; develops
and completes special technical studies; and provides public information
and education on environmental issues. This report documents the
activities undertaken during FY 1997-98.
It includes two special technical reports: 1. Habitat Protection,
Restoration and Enhancement Workshop Manual; and 2. Vegetative Practices
for Nonpoint Source Management - Literature Review Update; as well
as the Project Summary Report. Copies were distributed to the VCRMP
and NOAA, the HRPDC, the Hampton Roads Chesapeake Bay Committee
and participants in the workshop (125 copies).
