Hampton Roads Tributary Strategies Project, Phase III

Project Description as Proposed:

The purpose of this phase is to gain consensus among the 15 localities in Hampton Roads regarding recommended tributary strategies. The Project Steering Committee and staff of the HRPDC will utilize data obtained from Phases I and II of the project, as well as further analysis of strategy options developed by the state. Input from workshops conducted during this phase will also be utilized. Public information materials will be generated in order to provide options to the general public as well as interest groups and local government officials.

Project Summary Provided by Grantee:

This is the third phase of a multi-year project to ensure effective participation by Hampton Roads localities in the state's tributary strategy development process. A series of reports, documenting development of nutrient management options for meeting the tributary strategies and documenting nutrient management measures being implemented by thirteen cities and counties in Hampton Roads, were prepared. (These reports were described in detail in the final summary (Form C) submitted for grants in FY95 and FY96.

Initially, it was anticipated that Phase III of the project would involve development of a detailed strategy implementation for the Hampton Roads Region. Due to delays in completion of necessary water quality modeling by the U.D. Environmental Protection Agency and the difficulty of achieving a consensus on appropriate goals and nutrient reduction targets for the James and York Rivers, development of an implementation plan during the time period for this project was impossible.

The final report summarizes the ongoing tributary strategy development process at the state level and Hampton Roads participation in that effort. This includes educational activities, participation in the state process, and policy development and consensus building at the regional level. A number of policy and position statements were developed and approved by the Commission. Pending completion of the state's strategies, HRPDC efforts are continuing. The Hampton Roads Tributary Strategies Project Steering Committee remains active and is prepared, based on this ongoing process, to fulfill the region's commitment to develop an implementation plan, following adoption of state goals and nutrient reduction targets.
