Enhanced Local Tributary Strategy
Project Description as Proposed:
Gloucester County proposes to update sections of its Comprehensive Plan related to environmental features, data and development tracking, and recreation and public access. The "out-of-date" status of these plan sections hinders the County's growth management program and makes a coordinated coastal development management program difficult. The updated documentation would enhance the County's ability to review and direct growth, in conjunction with our creative rural development strategy emphasizing the preservation of open space. Up-to-date identification of sensitive features, proactive policies on recreational opportunities and public access, and usable land use and economic data directly address the primary elements of the Coastal Zone Program, and will advance the implementation of tributary strategies at the local level. Federal funds would be used to hire a consultant to perform the plan update.

Project Summary Provided by Grantee:
The
project involved a selective revision of outdated sections and data
in the County's Comprehensive Plan, focusing on the Environmental
and Parks and Recreation sections. The effort was intended to meet
Chesapeake Bay Act Requirements, and also to incorporate digital
mapping and GIS resources into the Plan, and thereby into Gloucester's
development review procedures. Final product includes both text
(to be included in the Comprehensive Plan) and digital data on CD
(to be used for review and map production purposes).
The product will proceed to Planning Commission/Board of Supervisors
review in early 1999. The County is already utilizing the GIS products,
and adoption of the Plan text will foster continued implementation
of coastal management goals.
