Tributary Strategy and Coastal Nonpoint Source Program Development and Implementation

Project Description as Proposed:

This grant will fund development of a Tributary Strategy for the Piedmont region of the James River basin. In addition to Tributary Strategy development, staff funded by this grant will continue ongoing coordination related to the Virginia Coastal Nonpoint Source Pollution Control Program, support Total Maximum Daily Load (TMDL) development for impaired or threatened waters, and assist with development of various reporting requirements specified under the Virginia Water Quality Improvement Act. The staff position funded by this grant will also support Tributary Strategy implementation by coordinating project development funding through the Virginia Water Quality Improvement Fund.

Project Summary Provided by Grantee:

This project was designed to develop and publish a tributary strategy for the James River and to continue development and implementation of the Coastal Nonpoint Source Pollution Program (6217). As required by state law, a tributary strategy was to be developed for the James River. This process included extensive data collection, public participation and modeling efforts. The purpose was to determine what efforts could be accomplished to reduce sediment and nutrient loadings into the James River. The result was the publication of the Initial James River Basin Tributary Nutrient and Sediment Reduction Strategy, which was published July 1,1998. The report has been given to all stakeholders and state agencies and is available upon request from DCR.

This initial strategy is an important first step in developing a plan for improving water quality in the James River that is based on sound science and supported by stakeholders. A number of challenges remain, however, before a final strategy can be completed. These challenges can be grouped into two major tasks - goal setting, and selecting specific actions to meet the goals. In order to complete the strategy, and begin implementation as soon as possible, these tasks will be undertaken concurrently. It is anticipated that a final James River Tributary Strategy will be completed in 1999.

The Virginia Department of Conservation and Recreation is the lead agency for nonpoint source pollution. In response to a series of management measures provided by EPA and NOAA to states for implementation of the Coastal Zone Act Reauthorization Amendments, Virginia submitted its Coastal Nonpoint Source Pollution Program document in September 1995. NOAA and EPA provided final comments in February 1998. These comments described how the program met and did not meet the management measures. In those areas where the measures were not met the state received "conditional approval." The conditions must be met within one, two or three years time from conditional approval. This grant allowed the state to address the one-year condition for agriculture, forestry, hydromodification and monitoring. This grant also started addressing two-year conditions for agriculture and technical assistance for marina development and operation and three-year conditions for construction site chemical control, stormwater runoff, fish waste and boat operation.
