General Air Permit for Non-metallic Mineral Processing Operations

The information in this application is submitted electronically to DEQ; however, DEQ must receive a printed application in the mail before processing can be completed.
You have selected the on-line option for submitting an application to receive the Non-metallic Mineral Processing General Permit. This process has been developed to facilitate the filling out of Form 510-1 entitled "VIRGINIA NONMETALLIC MINERAL PROCESSING GENERAL PERMIT APPLICATION STATEMENT." Form 510-1 is required for all facilities that wish to be covered by the general permit. This process is intended for previously permitted facilities. If you are a brand new facility proposing to construct within the Commonwealth of Virginia or if you have any questions regarding this form or the regulations that support it please contact the regional office responsible for administering air permits in the county where you are planning to locate.

Who may file a registration form
This registration statement must be completed and submitted by any previously permitted Non-metallic Mineral Processing Operation requesting coverage under the general permit. The facilities that may be covered under the general permit are all those facilities whose business is covered under one of the following Standard Industrial Classification (SIC) Codes: 1411, 1422, 1423, 1429, 1442, 1446, 1455, 1459, and 1499.
Where to file the registration statement
The completed registration statement should be sent to the Department of Environmental Quality regional office responsible for administering air permits in the county where you are planning to locate. You can determine the appropriate regional office by viewing the map with the regional boundaries delineated.
Definitions:
SIC Codes mean the "Standard Industrial Classification" codes listed in the Federal Office of Management and Budget SIC Manual.
Nonmetallic mineral processing facility means any combination of equipment that is used to crush or grind any nonmetallic mineral wherever located, including lime plants, power plants, steel mills, asphalt concrete plants, portland cement plants, or any other facility processing nonmetallic minerals. Includes activity at facilities where the primary purpose is classified as Standard Industrial Classification (SIC) Code 1411, 1422, 1423, 1429, 1442, 1446, 1455, 1459, and 1499 as described in the Standard Industrial Classification Manual (see 9 VAC 5-20-21).
Part 1. Virginia Nonmetallic Mineral Processing Air General Permit Input Form
Once the Input form is displayed (see below), you will need to have a copy of your most recently issued permit to be able to access the Online Registration Form. From the permit you will need your registration number and the NET/AIRS ID number as identified on the cover page of the permit.
Once you have entered the Registration Number and the NET/AIRS ID number, click on "Retrieve Record." If you have made an inputting error the system will return the following error message:
The Registration Number and or the NET/AIRS ID have been entered incorrectly. Please Click on Reset and re-enter the number.
If you get the above error message, close the window (by clicking on the box in the upper right hand corner) and place the pointer on the Reset box and click on this box. Then correct your input and select "Retrieve Record" again.
Registration Number
The on-line version of Form 510-1 is intended to be filled out by only those sources that have already been registered through the Department of Environmental Quality. Those facilities that have been registered with DEQ will have a "registration number". Generally, a registration number is assigned to any facility that is a source of air pollutants within Virginia above certain minimal emissions rates. If you do not know the registration number assigned to your facility, it will be on the permit document issued to you when your facility has gone through the air permitting process. You will need to know this registration number to proceed through the on-line permit application process. If you have any questions regarding the registration number please contact the appropriate regional office.
NET ID Number
Each source that has been issued a permit will have a number on the cover page of that permit that corresponds to the "NET ID" or "AIRS ID" that is associated with this facility. The term NET ID has several pseudonyms that could be used on the permit coverpage depending on when the permit was issued. The NET ID is also known as the AIRS ID number, the AFS number, the County-Plant number, or the Plant ID number. The NET ID number must be input in a specific order and format. Although the number in your permit may contain dashes, you must remove the dashes for use in this system. The system has already provided the '51" so you will not have to include the leading 51 if it is included with the number in your permit. For example:
- If the number on your permit is: 51-100-03001 You must enter: 10003001
- If the number on your permit is: 100-03001 You must enter: 10003001
- If the number on your permit is: 51-100-3001 You must enter: 1003001
- If the number on your permit is: 100-3001 You must enter: 1003001

When you have properly entered the registration number and the NET/AIRS ID number, the system will place you on the Online Application Statement Form. The online application form contains the following inputting fields.
Company and Plant Information
Once you have successfully entered the registration number you should be at the input screen for the Form 510-1 registration statement. The screen should look as follows:
The information that is preprinted on this input form is the most current facility and address information that DEQ has based on the registration number that you entered. If this information is not current or if there are any changes that you need to make to the information shown then you need to click on the "No" button. When you submit the form, the system will allow you to make changes to this information so that DEQ can update their systems
Required Information
All information highlighted in yellow is required information. You cannot submit the General Permit Registration form electronically if you do not provide this information. The required fields are as follows:
Is this a portable plant
If your facility is a portable facility you must respond "Yes" to this question. Portable means, in reference to emissions units, an emissions unit that is designed to have the capability of being moved from one location to another for the purpose of operating at multiple locations. If you have any questions regarding whether your facility fits this description, please contact the appropriate regional office.
Total Rated Crushing Capacity
The total rated crushing capacity is defined as the cumulative maximum rated capacity in tons per hour of all primary crushing operations at a facility. This parameter is one of the determining factors in whether your facility will be able to take advantage of the flexibility offered by the general permit. Enter this information expressed in tons per hour directly in the input box. If your primary crushing capacity is greater than 5000 tons per hour you do not qualify for the general permit. If there is any question as to whether your facility may not meet this criteria, please contact the appropriate regional office.
Gallons of fuel to be consumed
The gallons of fuel consumed as required by this form is the total number of gallons of diesel fuel consumed by any on-site diesel electric generators you may have at your facility. Consumption of diesel fuel is measured cumulatively for all diesel generators located at you site. Consumption of more than 331,000 gallons of diesel fuel in any consecutive 12 month period may make your facility ineligible for coverage under the General Permit. Maximum Hours of Operation
The hours of operation is a potential input field on Form 510-3, the Stationary Diesel Engine Emission Calculation Spreadsheet. This information is optional for the purposes of this input form. The maximum hours of operation in combination with other information on that spreadsheet is used to calculate the total emissions on an annual basis from the diesel generators at an applying facility. If you have an estimate for this information you may supply it. If you have any questions regarding this field please contact the appropriate regional office.
Project Name
There is no specific naming convention that is used to identify the projects that are covered under a Non Metallic Minerals Processing General Permit. Since the typical general permit will cover most if not all of the facility, a name that is representative of the facility will likely be the most informative and useful when identifying a specific application for a general permit. Where the general permit only covers a portion of the facility, the project name should provide some insight into what portion of the facility is covered.
Description of Activity
The Description of Activity field is intended to provide the applicant with a means to describe the processes which will be covered by the general permit. While this description is not intended to be comprehensive and detailed, it is intended to provide the DEQ application reviewer with sufficient information to distinguish among several application submittals. Reviewing Form 510-2 can assist the applicant in filling out this field. Any questions regarding the information necessary to complete this field should be referred to the regional office.
Electronic File Submittal
The online application submittal provides the applicant the ability to send electronic attachments directly to DEQ for use in processing the general permit application. The input fields provided in the General Permit Application Input Form are to be used to submit Forms 510-2, 510-3 and any other additional attachments (such as flow diagrams) that will be needed with the application to properly determine if your facility qualifies for the general permit. It is important that you select any file from its location on your computer system to send the attachments prior to clicking the "Submit" button on the online application input form. Once you have selected "Submit" the system will display the completed application and you will no longer be able to send attachments electronically!
The first 2 input fields are labeled "Form 510-2" and "Form 510-3." These fields are intended strictly for the submittal of the Aggregate Processing Emission Calculation Spreadsheet (Form 510-2) and the Stationary Diesel Engine Emission Calculation Spreadsheet (Form 510-3). Once you have clicked on "Send File" these fields will no longer be available for electronic file submittal. The system will indicate that the files have been sent by "graying out" the "Send File" button. The "additional attachments" field can be used as many times as needed.
Part 3. The Completed Online Registration Statement
Once the file attachment process and form submittal are complete, the system will display the completed application form. The form will include the following information:
Online Control Number
Once an application is submitted, the system generates an online control number. This number is very important from the stand point of retrieving any information associated with your online application submittal. Please record it and retain hard copies of the submittals so that you may refer to it when responding to questions or making changes to previously submitted applications. Each application submitted for review will be given a unique online control number. Identification of the electronically submitted application for purposes of review and error revision should refer to the control number.
Facility Information
The online system will display the facility information as described on the Registration Form in the following format unless you indicate on the input form that the displayed information is incorrect that is if the question "Is the above information correct" on the previous form is answered YES the information will be displayed as shown below:
