The Department of Aviation (DOAv) submitted an environmental assessment for the Virginia Tech-Montgomery Executive Airport located within the Town of Blacksburg and operated by the Virginia Tech-Montgomery Regional Airport Authority. The EA describes potential impacts associated with the development actions of the 2010 Airport Layout Plan, which includes a 1,870-foot runway extension, relocation of navigational aides and fueling facilities, and removal of structures and tree obstructions. The project also will consist of the construction of taxiway infrastructure, roadways, two clear-span hangers, t-hangers and additional aircraft apron parking. The improvements will necessitate the acquisition of about 87 acres of land, the majority of which would be purchased from the Virginia Tech-owned dairy sciences property. The acquisition also will include approximately 40 acres on the High Knob property either by fee or easement. |

The Department of the Interior (DOI), Bureau of Ocean Energy Management (BOEM) has issued a Call for Information and Nominations (Call) from interested and affected parties for the construction of a wind energy project(s) on the Outer Continental Shelf (OCS) offshore Virginia. BOEM will use the response to the Call to gauge specific interest in the acquisition of commercial wind lease(s) in some or all of the area and to determine whether competitive interest exists in any particular area, as required by 43 U.S.C. 1337(p)(3). Although the publication of this notice is not itself a leasing announcement, the area may be subject to future leasing. In addition, BOEM is seeking comments from interested and affected parties regarding site conditions, resources, and multiple uses of the identified area that would be relevant to BOEM’s review of the nominations submitted and any subsequent decision concerning whether to offer all or part of the area for commercial wind leasing. More specifically, BOEM is seeking information on (1) geological and geophysical conditions (including bottom and shallow hazards); (2) known archaeological and/or cultural resource sites on the seabed; (3) historic properties potentially affected by the construction of meteorological towers, the installation of meteorological buoys, or commercial wind development; (4) multiple uses of the area, including navigation (in particular, commercial and recreational vessel use), recreation, and fisheries (commercial and recreational); and (5) other relevant socioeconomic, biological, and environmental information. The Call Area was delineated in consultation with the BOEM Virginia Renewable Energy Task Force. The western edge of the Call Area is approximately 23.5 nautical miles (nmi) from the Virginia Beach coastline, and extends to an eastern edge that is approximately 36.5 nmi from the same location. The longest north/south portion is approximately 10.5 nmi in length and the longest portion of the east/west portion is approximately 13 nmi in length. The area is made up of 19 whole OCS blocks and 13 sub-blocks. The entire area is approximately 112,799 acres, or 45,648 hectares. |

The U.S. Navy proposes to remove a 200-foot section of degraded stormwater culvert pipe that empties into Upper Machodoc Creek and construct a one-acre stormwater wetland in its place at Naval Support Facility Dahlgren (NSFDL) in King George County. The proposed action will result in an improvement in stormwater leaving the base and will enable NSFDL to meet evolving stormwater management regulations including the Chesapeake Bay Total Maximum Daily Load (TMDL) for nitrogen, phosphorus and sediments. The National Marine Fisheries Service (NMFS) proposes to set limits in the Spiny Dogfish Fishery Management Plan (FMP) and 2012 Annual Specification on commercial fishery landings for the spiny dogfish to prevent the fishery from overfishing the spiny dogfish stock. Limits for FY2012 specify a commercial quota of 35.694 million (M) pounds (lb) with a trip limit of 3,000-4,000 lbs (vessels are prohibited from landing more than 4,000 lb in one calendar day). As per the FMP, the quota would be divided with quota Period 1 (May 1 through October 31) allocated 57.9% of the quota (20.667 M lb), and quota Period 2 (November 1 through April 30) allocated 42.1% of the quota (15.027 M lb). Achieving the 35.694 M lb quota is consistent with preventing overfishing and is based on the Scientific and Statistical Committee (SSC) and Management Council (MC) recommendations and corresponds to harvest levels well below that necessary to prevent overfishing. The quota is not expected to result in significant impacts to non-target species (including fish and protected resources) and habitat. The NFMS has submitted a Federal Consistency Determination that finds the proposed action consistent, to the maximum extent practicable, with the enforceable policies of the Virginia Coastal Zone Management Program. |

The Virginia Community College System (VCCS) submitted an environmental impact report (EIR) to construct a new building at the Southern Virginia Community College in Keysville. The proposed building will be the new Learning Resource Center. The proposed project site consists of buildings, sheds, trailers and asphalt parking lot, sidewalks and manicured lawns. The sheds and trailers are scheduled to be removed and temporarily relocated for use. In addition, the project area contains an aboveground storage tank with a free-standing gasoline pump and an underground storage tank with an attached diesel pump. The Virginia Department of Game and Inland Fisheries (DGIF) has requested federal financial assistance through the U.S. Fish and Wildlife Service (USFWS) National Coastal Wetlands Conservation Grant program to assist the City of Virginia Beach to purchase 82 acres of wetland and upland habitat on Pleasure House Point (Lynnhaven) as part of the Lynnhaven Estuary Protection project in the City of Virginia Beach. The property has over one and a quarter miles of tidally influenced shoreline where the Lynnhaven River feeds into the lower Chesapeake Bay. The acquisition is part of a larger conservation effort to permanently protect the entire Pleasure House Point property that includes a separate acquisition of the adjacent 42-acre parcel that will be split between the Chesapeake Bay Foundation, who plans to acquire 10 acres for the low-impact environmental center and outdoor classroom, and the City of Virginia Beach Parks and Recreation Department, who plans to acquire the remaining 32-acre parcel. Once the site is acquired and added to the Virginia Beach Natural Areas, it will be managed for public access wildlife viewing, fishing and kayaking. Gamesa Energy USA, LLC in joint development with Newport News Shipbuilding (Gamesa), proposes to install and operate the Gamesa G11X Offshore Wind Turbine Project in the near shore and subaqueous tidelands of the Lower Chesapeake Bay at the Town of Cape Charles in Northampton County. The project consists of the installation and operation of a single 5-Megawatt (MW) offshore wind turbine generator (WTG) prototype and its supporting infrastructure. The offshore G11X will be located in Virginia waters approximately three miles southwest of Cape Charles. The WTG electric transmission system will connect the WTG to the local and regional electric system and includes a 3.2-mile-long submarine cable installed approximately 6 feet below the seabed, connecting to a shore-based transition vault to be constructed on industrial land at the Cape Charles Harbor Pier. From the vault, a buried upland cable system will extend 0.6 mile along an existing railroad right-of-way (ROW) to a newly constructed substation. There the power will be interconnected to an existing A&N Electric Cooperative (ANEC) 25-kilovolt (kV) overhead electric transmission line for distribution through the existing electric grid. Gamesa has submitted a Federal Consistency Certification that finds the proposed action consistent with the enforceable policies of the Virginia Coastal Zone Management Program. |

The proposed right-of-way would include a 32-foot-wide median to be reserved for future public transit. The second ramp, from southbound I-95 to westbound Fairfax County Parkway, will be coordinated with the ongoing Fairfax County Parkway Extension project. The Department of the Interior (DOI), Bureau of Ocean Energy Management (BOEM) is requesting public comments on an unsolicited application for an electrical transmission right-of-way (ROW) grant supporting renewable energy. On March 31, 2011, BOEM received an application from Atlantic Grid Holdings LLC (AGH) for a ROW grant on the OCS offshore New York, New Jersey, Delaware, Maryland, and Virginia. AGH’s proposed project, Atlantic Wind Connection (AWC), would entail the construction and installation of a two-circuit, high-voltage direct current (HVDC) transmission line that would collect power generated by wind power generation facilities on the OCS and deliver it to the grid operated by PJM Interconnection LLC (PJM) and possibly also the New York Independent System Operator, LLC (NYISO). When the wind power generation facilities are not functioning at full capacity, the AWC facilities would facilitate the transmission of conventionally generated electricity between points on the onshore grid. The AWC project is proposed as a single integrated system constructed in five phases over ten years. There are two construction phases that would occur in the Virginia OCS: Phase D-offshore facilities from Maryland to Virginia (about 175 statute miles) with a capacity of up to 1,000 MW; and Phase E-offshore facilities from Delaware to Virginia (about 165 statute miles) with a capacity of up to 1,000 MW. Circuits would connect to the onshore transmission grid at up to seven locations where AWC terrestrial converter stations would convert the HVDC current to HVAC and connect to the grid. In Virginia, interconnections are planned at two of the following three potential interconnection points: one in Virginia Beach; and two more at Fentress. BOEM provided public notice in the Federal Register (Vol. 76, No. 245, December 21, 2011), in part, to solicit public input regarding the proposal, its potential environmental consequences, and the use of the area in which the proposal would be located. BOEM requests information about site conditions and multiple uses within the ROW area that would be relevant to the proposed project or its impacts. |

The U.S. Department of the Navy (Navy) proposes to establish an Airfield Clear Zone Management Plan (ACZMP) for Naval Station Norfolk in the City of Norfolk. The ACZMP will be implemented within the installation’s Airfield Operations Area (AOA) boundaries. An AOA consists of infrastructure and airspace of an airfield to include the runway complex, taxiways and ramp area and overlying airspace both on and off the airfield property. ACZMPs address vegetation management in the AOA to ensure vegetation is maintained at acceptable heights over a plan’s 10-year lifespan. The Navy is considering three alternative ACZMPs, including a no action alternative. The two action ACZMPs (which includes the preferred alternative) would include the use of manual, mechanical and herbicide vegetation control methods depending on the type and density of the vegetation.
