The Department of Environmental Quality is dedicated to protecting Virginia's environment and promoting the health and well-being of the citizens of the Commonwealth. We accomplish this by planning and implementing environmental programs, and by resolving issues efficiently, openly, fairly and consistently.

Partnerships and public participation are essential for the successful management of Virginia's natural resources. To accomplish this mission, it is imperative for DEQ to maintain a consistent and cooperative working relationship with the citizens of the Commonwealth.

Guide for Citizens, Business and Industry

DEQ's Permitting Guide provides basic information on state environmental programs to the general public, company owners, plant operators, and local government and economic development officials. The focus is on actions to be taken before an individual or company constructs or starts up a facility or process that will result in an environmental impact to the air, water or land. This guide is not exhaustive and aims only to provide a starting point in the permitting process by asking threshold permitting questions.
